Financing the Future of Health: Outcomes of the THCS–Invest4Health Workshop

Many organisations across Europe are working to improve health and well-being through prevention, community-based action, and cross-sector collaboration. However, these efforts often rely on different concepts, funding approaches, and ways of measuring success, making alignment difficult and limiting long-term impact.

Against this background, the Invest4Health project has been working closely with the Transforming Health and Care Systems (THCS) Partnership WP9 to explore how health promotion and disease prevention can be financed in more coordinated and sustainable ways. This joint work focused on reflecting on project results, practical experiences, and emerging lessons from regional health ecosystems.

Building on evidence from Invest4Health testbeds and related initiatives, the collaboration examines how different actors work together, how value is defined and assessed, and how financing approaches can better support joint action rather than reinforce silos. Smart Capacitating Investment serves as a shared reference point to structure discussions and support a common understanding.

A key milestone of this collaboration was the joint workshop held on 17 February 2026. The event brought together project partners and selected stakeholders to reflect on findings, exchange practical experiences, and identify common policy and financing implications.

The workshop highlighted the importance of trust, a shared language, and innovative ecosystem-based business models, supported by mechanisms for shared risk and value creation across sectors.

As a key outcome, participants agreed to establish a joint Working Group to further develop these insights and translate them into scalable and actionable solutions. The Working Group will lead the development of a White Paper synthesising Invest4Health results and lessons learned into policy-relevant findings and recommendations for European, national, and regional decision-makers.

This work will contribute to stronger alignment between evidence, policy, and financing approaches and support the long-term uptake of Invest4Health results beyond the lifetime of the project.
