Understanding Galicia’s healthcare challenges
Galicia region, located in the northwest of Spain, with a population of 2.7 million, is characterized by its unique demographic and geographical challenges. Many of its inhabitants live in sparsely populated rural areas, contributing to significant difficulties in ensuring comprehensive health and social care coverage. Rising demands on healthcare systems, increasing fragility, and the region’s rural nature all present obstacles to delivering efficient and accessible care.
Key challenges in the region include preventing the progression of chronic diseases, reducing waiting times for chronically ill patients, improving the quality of life, and empowering patients to manage their own health. Addressing these issues is crucial for creating a more sustainable and effective healthcare system.
Cystic Fibrosis as a pilot case study
Testbed Galicia is piloting a telemedicine initiative using cystic fibrosis (CF) as a case study to tackle these challenges. CF affects a relatively small group of patients in Galicia—approximately 120 individuals—which makes it an ideal starting point for a scalable pilot program. This focused intervention allows for carefully evaluating telemedicine technologies before expanding the approach to other patient groups or conditions.
The intervention centres on equipping CF patients with home monitoring devices linked to their digital health records. This eliminates the need for frequent hospital visits for routine assessments and follow-ups, as patients’ conditions can be monitored remotely. The data collected through these devices is integrated into the region’s teleassistance platform (TELEA) and the patients’ single electronic medical records. This approach not only ensures continuous and efficient monitoring but also empowers CF patients to take control of their health.
Testbed Galicia’s telemedicine initiative is backed by several key stakeholders who bring crucial support and expertise. ACIS provides training for patients, their families, and healthcare professionals, ensuring the effective use of telemonitoring tools. SERGAS, the Galician Health Service, supplies the TELEA platform for remote monitoring and assigns case management nurses to oversee patient care. The Galicia Cystic Fibrosis Association is essential in supporting CF patients, as it is closely connected with nearly all CF sufferers in the region. In addition to raising awareness of the challenges faced by these patients, the association offers other services like respiratory physiotherapy and nutritional support.
Financial constraints
One of the key challenges in implementing this telemonitoring program is the high cost of the necessary equipment, which the Galician Health Service does not cover. To overcome this, the project, with the help of Invest4Health, explores innovative financing models to make the devices accessible to CF patients and ensure their inclusion in the telemonitoring program.

By addressing critical healthcare challenges through telemedicine, Testbed Galicia aims to show how innovative solutions can improve care delivery in rural regions. This initiative enhances patients’ access to healthcare, empowers individuals to manage their health, and reduces the strain on healthcare systems. The project lays the foundation for broader telemedicine applications, offering valuable insights for future healthcare strategies that can be scaled to benefit other regions with similar challenges.
